City Came in Under Budget!

The end of year financial report for the fiscal year that ran from July 1, 2016 to June 30, 2017 is now completed and available at the link above. I am pleased to report that the city came in well under budget, thanks to the City Council’s conservative budgeting practices and to the careful stewardship of every tax dollar by our city employees. We do not have the “spend it at the end of the year” mentality that we sometimes see in other governments, and prefer to save funds for emergencies or large future projects instead. With the exception of Building Dept. which went slightly above budget because of the unprecedented number of new homes being built and needing inspection, every other General Fund department in the city came in under budget (see graph). Here are some highlights of departments that saved tax dollars from their budget:

- Finance/Planning/Administration: Expenditures $102,466 below budget

- Police/Animal Control: $64,838 below budget

- Parks/Parks Administration/Recreation: $158,684 below budget

The Aquatic Center also had great performance this year. It was the first season in which revenues exceeded $400,000, and this covered 90.6% of operating expenses for the pool--the highest rate ever. With excellent management and careful cost controls, the General Fund operating subsidy for the pool has been getting smaller and smaller.

Our utility funds have also been extremely well managed, with strong savings being built up in each fund to pay for future infrastructure needs. Through careful planning and saving, we are working to avoid the need for bonding and debt, by ensuring we have funds on hand for repair and replacement of pipes, wells, etc.
