Hemp, Inc. Applauds Missouri Legislature for Passing Industrial Hemp Bill

SPRING HOPE, NC, May 15, 2018 (GLOBE NEWSWIRE) -- Hemp, Inc. (OTC PINK: HEMP), a global leader in the industrial hemp industry with the largest multipurpose industrial hemp processing facility in the western hemisphere, announced today that the company applauds the Missouri Legislature for passing a bill that would legalize hemp.

By a vote of 131 to 6, House Bill 2034 passed Thursday, May 3, after a few amendments were added in the Senate and agreed to by the House members. The bill now goes to Gov. Eric Greitens’ desk. If signed, the bill would become law in August. The bill makes it legal for any person who has received an industrial hemp license to grow, harvest, cultivate and process industrial hemp.

As Missouri legislators on both sides of the political aisle express support for House Bill 2034, states across the United States continue to pass or introduce industrial hemp legislation. Notably, the number of states with some type of hemp program outpaces states with medical marijuana programs. In Idaho, Democrats running in the state’s primary are voicing support for the decriminalization of hemp. Fifth District House Seat B candidate Terry Hardman "is especially fond of hemp's benefits, which, he said, outweigh the reasons for its illegalization," according to Moscow-Pullman Daily News.

Hemp, Inc. CEO Bruce Perlowin said, "Policy makers across the country are seeing the incredible potential of industrial hemp programs to transform local communities by providing farmers access to a crop that is in high demand and has a variety of uses. Cannabidiol (CBD) hemp oil is one of the fastest growing commodities on the market. Already a $100 million industry, the CBD market is expected to grow over 700% and balloon to $2.1 billion by 2020."
As more states move toward adopting industrial hemp legislation, companies seeking to enter or further develop their footprint in the industrial hemp marketplace are aligning with Hemp, Inc. for the company’s proven expertise and state-of-the-art hemp processing and manufacturing infrastructure in Spring Hope, North Carolina. Hemp, Inc.’s 85,000 square foot hemp processing and manufacturing facility has been operational since August, 2017.

The Company recently announced its signed consulting agreement with HQ Global Education, Inc. (OTC:HQGE), a scientific research development company. Per the agreement, Hemp, Inc.  will provide consulting services in an effort to help HQ Global Education, Inc. expand into the hemp CBD industry. In addition, Hemp, Inc. announced on May 1, 2018, that the Company encourages large scale companies to secure their hemp biomass now before Hemp, Inc.’s supply runs out. Hemp, Inc.’s sale price for interested entities will be the market price at the time of harvest.

Hemp, Inc. also provides consulting services in the hemp-CBD market, specifically in the areas of growing high-quality organically-grown CBD rich hemp, harvesting, and extracting, executives say they will also build Veteran Village Kins Communities across the country.  "Our ‘Veteran Village Kins Communities’ is where we will not only grow some of our Hemp, it is a full-blown holistic solution to the multifaceted veteran problems in the USA. Our prototype model is in Arizona about 20 miles north of Kingman and 90 miles from Las Vegas, NV. It's our way of saying, ‘Thank You’ to our Veterans."

Hemp, Inc. Announces Strategic Hemp Growing Partner "Veteran Village Kins Community Arizona, Inc." Completes Final Site Plan Blueprints"

Hemp, Inc. has announced that its strategic growing partner, "Veteran Village Kins Community Arizona, Inc.," has completed its final site plan blueprints for its 500-acre site in Golden Valley, Arizona (20 miles north of Kingman, AZ and 90 minutes from Las Vegas, NV). The site plan was submitted to the Mohave County Building Department for final review. The Company is also in the final stages of completing the necessary infrastructure to support an off-grid, renewable, energy system. With the solar equipment in place, the site’s solar power operation is now complete.

Dwight Jory, the Project Manager for the "Veteran Village Kins Community Arizona, Inc.," said, "We are very happy with the progress. Our Kins Community is really beginning to come together." In anticipation of planting to begin during the spring, 300 acres have been fenced, 16 overnight trailer park sites are under construction, and six 40x40-ft organic vegetable gardens are ready for seasonal planting, according to Jory. As for the 6 geodesic domes mentioned in an earlier press release, 1 is structurally complete with only the electrical and plumbing to be completed. The rest are on site awaiting final site plan approval. "We are now accepting volunteers who have expressed an interest in helping to build the first Kins Community for our veterans," said Jory. Those interested in making the first hemp growing CBD-producing "Veteran Village Kins Community" become a reality should contact Ms. Sandra Williams via email (swilliams@hempinc.com).

One thousand trees, on 36 of the 500-acres, have also been planted, with an additional 1,000 trees on order. The "Veteran Village Kins Community" site plan also includes a 100,000-square foot GMP compliant, central processing plant, CBD testing laboratory, and various health and wellness centers to support veterans who may have psychological, emotional or health issues.

Hemp, Inc. and "Veteran Village Kins Community Arizona, Inc." began development on the "Veteran-Village Kins Community in Arizona" approximately 6 years ago. Kins Communities are designed to grow hemp and produce cannabidiol (CBD) products to benefit veterans and to generate revenue for Hemp, Inc., the Veteran Village, and the individuals living on the land. Each 2.5-acre lot is designed to be self-sustainable, with 1 acre allocated to grow hemp and other areas for an organic garden, natural beehives, a living fence, a pond, a family tree and other elements that make up a "Kins Domain."

"As Hemp, Inc. positions itself on the forefront of America's industrial hemp revolution, we see our partnership with 'Veteran Village Kins Community Arizona, Inc.' being paramount in supporting the small family farm movement that we are confident will reshape the American landscape," said Perlowin. "As we work toward getting our eco-village up and running in Arizona, we are also aggressively scouting strategic locations in other states including North Carolina, South Carolina, Florida, Georgia, Kentucky, Tennessee and West Virginia. Giving veterans and other Americans a place to learn new skills and take part in this multi-billion-dollar hemp CBD market is very exciting. It's a big part of our mission to give back."

According to Perlowin, seven "master hemp growers" from Oregon, Colorado, California, Kentucky, North Carolina, Nevada and, of course, Arizona have expressed an interest in pursuing a joint venture with Hemp, Inc. to each grow industrial hemp on the 300 fenced acres in Arizona. Perlowin says he'll call this "The Great United American Hemp Project."

Sen. Harper and Rep. Schultz ask UTA to hold on rebranding UTA

Salt Lake City – Due to confusion and misinformation surrounding SB 136, Transportation Governance Amendments, bill sponsors Senator Wayne Harper and Representative Mike Schultz request Utah Transit Authority (UTA) to not proceed with the request for proposal (RFP) and rebranding. The Legislature will continue to study this issue and work with the new UTA board once it is in place, to decide the best path forward.

“We want all to focus on the new day of multimodal transportations, better utilization of resources, improved land use and planning and adequate funding,” said Sen. Wayne Harper. “A plan for the next 40 years.”

"The name change was a minimal aspect of the bill. No money was appropriated to rebrand UTA," said Rep. Mike Schultz. “The purpose of this legislation is to revamp the transit agency by increasing transparency, improving checks and balances and providing local governments with the necessary tools to assist with the growing demand for multimodal transportation. It is now time for stakeholders to come together to further enhance Utah's transportation system and set clear directives that will lead to better efficiencies and oversight and ultimately benefit all Utahns."

Sens. Lee, Hatch, Tillis, and Grassley Introduce SMARTER Act

WASHINGTON – Sens. Mike Lee (R-UT), Orrin Hatch (R-UT), Thom Tillis (R-NC), and Chuck Grassley (R-IA) introduced the Standard Merger and Acquisition Reviews Through Equal Rules Act, or SMARTER Act, Tuesday, a bill that would require the Federal Trade Commission to go through the same procedures that the Department of Justice must go through when enforcing antitrust law, and would require the Federal Communications Commission to issue merger review decisions expeditiously.

“The only people that benefit from uncertainty in antitrust law are antitrust lawyers,” Sen. Lee said. “Both businesses and consumers deserve clarity and certainty when it comes to federal antitrust law enforcement and the SMARTER Act would create a simpler and more equal system.”

“This is an important issue for the business community and for all Americans,” Sen. Hatch said. “There is no good reason for the Federal Trade Commission and the Department of Justice to apply different standards in enforcing our nation’s antitrust laws. Businesses seeking to merge deserve consistent treatment without regard to which agency decides to review the merger. I look forward to working with Senator Lee to move this legislation forward to bring much-needed reforms to the merger review process.”

“The Federal Trade Commission and the Department of Justice currently unnecessarily apply different procedures and standards for reviewing proposed mergers,” said Sen. Tillis. “This commonsense legislation will streamline the enforcement of our federal antitrust laws by creating a system of consistency that will benefit consumers and businesses.”

The Department of Justice and the Federal Trade Commission share concurrent jurisdiction to review proposed mergers for compliance with the antitrust laws but it is not always clear in advance which agency will review a particular merger.

Although the two antitrust agencies apply the same substantive law to the mergers they review, their procedures differ in important ways.

The SMARTER Act fixes this problem by requiring the Commission to satisfy the same standards that DOJ must meet in order to obtain a preliminary injunction to block a merger and requiring the Commission to litigate the merits of contested merger cases in federal court under the Clayton Act—just as DOJ does—rather than before its own administrative tribunals.

Separately, certain mergers also require approval of the Federal Communications Commission. However, the Federal Communications Commission’s merger review procedures create an open-ended process that fuels uncertainty and is potentially insulated from judicial review. The SMARTER Act fixes this problem by requiring the Commission to issue a decision within 180 days of receiving a completed merger application.
