Speaker Brad Wilson Announces Upcoming Staff Changes
SALT LAKE CITY, UTAH (May 20, 2019) – Speaker Brad Wilson has announced that Greg Hartley, current Chief of Staff to the Utah House of Representatives, will conclude his service with the House later this year to pursue other opportunities.
Since 2000, Hartley has worked in public relations, political strategy, government affairs and public policy. He has managed and advised political campaigns at every level, from municipal to presidential, and has served in senior roles in the administrations of governors Jon Huntsman and Gary Herbert. He has previous experience assisting startup businesses and managing multi-state government affairs teams for Utah companies. Hartley has served as the Chief of Staff to the Utah House of Representatives since January of 2015. He will remain in this position through a transition period and his resignation will take place later this year.
“Working in this role and for the House has been the highlight of my career,” Hartley said. “The experience I’ve gained has given me a greater appreciation for the sacrifice and dedication of legislators and staff who commit countless hours to public service. I’ve developed lifelong friendships and wish Speaker Wilson, the House of Representatives and all members of the legislature success long into the future. I will remain their biggest defender and supporter.”
Speaker Wilson stated, “Greg’s service to the House of Representatives has been extraordinary. He has worked on complicated issues such as the prison relocation, Medicaid Expansion, transportation funding and public lands. In addition, under Greg’s leadership, the House has developed a talented team to manage constituent affairs, communications, public policy and lawmaker support. The state of Utah has been well served the last five years through Greg’s tenure as Chief of Staff.”
Speaker Wilson has announced that Abby Osborne, current Vice President of Government Relations & Public Policy for the Salt Lake Chamber, has accepted an offer to become Chief of Staff following Hartley’s departure. She will start her employment on July 1, 2019. Osborne and Hartley will work closely together during a transition period.
“I’m excited that Abby has agreed to join our team,” said Speaker Wilson. “Her background and expertise in public policy and the legislative process will be a great asset to the House. She has a deep understanding of the long-term needs of our state and I have full confidence that she will be able to step into this role and provide excellent leadership and management.”
In her role at the Salt Lake Chamber, Osborne is responsible for coordinating the Chamber’s legislative efforts by working with business leaders, community partners and local, state and federal governments. Since her start at the Chamber in 2015, Osborne has been instrumental in building the Chamber’s influence throughout the state by championing smart transportation investments, education and workforce development, housing affordability, regulation reform, tax modernization, collaborative land use, and economic development decisions. Prior to her time at the Salt Lake Chamber, Osborne was the Public Affairs Manager for Granite Construction Company, a national heavy civil contractor, for 13 years.

Her intellect and commitment is matched only by her caring and character. Abby will be missed by the Chamber but we are excited for her, for the Utah Legislature, and the state,” said Derek Miller, president and CEO of the Salt Lake Chamber.

The House of Representatives consists of 75 elected members, 13 full-time year-round employees, 42 session employees and a large number of interns. Osborne will lead the operations, member services and strategy for the House, serve as an advisor to Speaker Wilson and the majority leadership team, supervise full-time employees and serve on the Legislative Services Management Council.
