Report Reveals Trend of Winning Candidates Highlighting Outdoor Issues to Connect with Mountain West Voters

Winning the West: Election 2018 analyzes impact of public lands positions on 20 races

DENVER—The Center for Western Priorities released its Winning the West: Election 2018 report, revealing the growing trend of winning candidates highlighting their support for public lands and outdoor issues in order to connect with Mountain West voters in last year’s elections.

Public lands—how they are used, their importance to local economies, and the way they define life in the West—were often featured as a distinguishing issue by winning campaigns. In high-profile races in Arizona, Colorado, Montana, Nevada, and New Mexico, candidates used outdoor issues to reach swing voters, who polling shows support a balanced approach to managing conservation, recreation, and energy development in the Mountain West. Due to the growing “outdoor voting bloc,” in most competitive states and districts across the region, candidates had to be pro-public lands to win, according to the report.

“The 2018 election proved that support for public lands is now a consensus position for voters in the Mountain West,” said Jennifer Rokala, executive director of the Center for Western Priorities. “Candidates who demonstrated their commitment to the outdoors and emphasized public lands issues frequently and consistently won in the West.”

In the campaigns analyzed in the report, winning candidates leveraged public lands to gain support while using the mountains and outdoor spaces of the Mountain West to serve as the backdrop of numerous campaign ads and pro-public lands messages on social media. Of the 22 races tracked throughout the election, 20 featured significant pro-public lands advertising or public lands messaging. Winning candidates highlighted their opposition to the Trump administration’s public lands agenda, including shrinking national monuments, reversing bans on uranium mining near national parks and opening more protected public lands up for private development. By contrast, candidates with extreme anti-public lands or legislative records found themselves out of step with Western voters and were defeated at the polls.

The closely watched race for U.S. Senate in Montana was among 20 races highlighted in the report. In that contest, Democratic Senator Jon Tester—viewed as one of the nation’s most vulnerable incumbents—won re-election on a pro-public lands platform in a state that voted for President Donald Trump by 21 points in 2016. Tester aired multiple television ads and promoted social media content promising to fight and keep “public lands in public hands.” He used his position and record on public lands as a way to connect with local voters and, by contrast, portray his opponent, developer Matt Rosendale, as an outsider without a grasp on what it means to be a Montanan. Tester ended ads and speeches with the frequent refrain: “As long as I’m in the U.S. Senate, Montana is not for sale.”

In the race for New Mexico’s open 2nd Congressional District seat, first-time candidate Xochitl Torres Small won in part by highlighting her career “fighting to protect access to the water we all depend on.” She emphasized her public lands positions throughout the campaign, directly addressing Washington and promising to fight against any decisions that would harm New Mexico’s public lands, water, and national monuments. Her opponent, a Republican state representative with a history of supporting public lands privatization, could not make the same outdoor connection with voters.

During the 2018 election cycle, the Center for Western Priorities’ Winning the West effort partnered with national bipartisan polling firm Gottlieb Strategic Research to conduct public opinion surveys in Arizona, Colorado, Montana, Nevada, and New Mexico. The polling produced voter models that provide a closer look at the groups who make up an outdoor voting bloc that is gaining influence in close Mountain West elections. Gottlieb Strategic Research also conducted online focus groups and a first-of-its-kind social media analysis that revealed how Western voters incorporate public lands into their online conversations.

With a Trump administration agenda on public lands that is out of step with outdoor voters, the trends and outcomes examined in the report may play an even greater role in future elections. Voter backlash against the efforts to shrink national monuments, open more public lands to mining and drilling, and the damage done to national parks during an extended government shutdown could be severe.

“If candidates highlighting their support for public lands and outdoor issues was an unignorable trend in 2018, it may become a prerequisite for victory in 2020,” said Rokala.

The Center for Western Priorities’ Winning the West campaign is intended to educate candidates and campaigns about how important it is to show strong support for public lands and access to outdoor spaces, particularly among swing voters in battleground Mountain West states. Findings from public opinion research were disseminated through ads that demonstrated the emotional impact of outdoor issues and imagery

Utahns Against Common Core

Hello friends,

Something critical is happening. Utah is moving toward adopting the rest of NGSS, the Next Generation Science Standards. If you recall we fought this a few years ago to stop the 6-8 grade implementation. Now they want K-5 and 9-12 grade adopted. They’ve got their blinders on to real scientific thinking.

Please do the following. Vincent Newmeyer has put up a website called sciencefreedom.org. On this site he explains the truth about science that is being ignored, particularly by those at the state office of education that are in charge of science education.

On this page Vince states many of the problems so you’ll have a quick look at what’s wrong. He also lists science meetings around the state if you want to show up and help fight this.

https://sciencefreedom.org/UTSEEd-2019.html

He asks that you sign this petition so when he presents the truth to the state board, he can show he has backing, particularly from scientists. Numbers help so please sign. Also, the petition is excellently written to explain the issue and has many footnotes. Great reading!

Then

If you do nothing else, please sign the petition. Hopefully after reading the resources though, you’ll feel better able to write your board member and Mr. Scott.

NEA President reacts to tentative agreement reached by UTLA, LAUSD
Students win as national #RedForEd movement sweeps Los Angeles; tentative agreement gives students more librarians, nurses and counselors while reducing class sizes

LOS ANGELES — The United Teachers Los Angeles and Los Angeles Unified School District Superintendent Austin Beutner today have reached a tentative agreement, potentially ending the weeklong strike that rocked the nation’s second-largest school district. The tentative agreement called for reducing the city’s ballooning class sizes and required more support for students such as more librarians, nurses and counselors, in addition to a long-overdue salary increase for teachers. If UTLA members ratify the deal, more than 33,000 teachers could return to classes as early as Wednesday.

UTLA is a local affiliate of the 3 million-member National Education Association. The Los Angeles teachers’ strike was just the latest in the national #RedForEd movement that began with walkouts and work actions last year in West Virginia, Oklahoma, Kentucky, Arizona, Colorado, North Carolina and Washington state. The tentative agreement in Los Angeles comes on the same day as teachers in Denver are voting to authorize their own strike if an agreement cannot be reached in the Mile High City.

NEA President Lily Eskelsen García, who joined UTLA members on the picket lines throughout the strike and was on hand when the tentative agreement was reached, issued the following comment:

“Our members hit the picket lines because they were fighting for their students and the resources that the nearly 600,000 kids in Los Angeles public schools need to be successful. Over the last week, tens of thousands of educators withstood blistering rain to demand smaller class sizes so that educators can connect one-on-one with students, nurses in every school building, and more counselors and librarians. They also advocated for an increase in funding dedicated to special education, an investment in community schools instead of  unaccountable charter schools, and a living wage so that teachers don’t have to work two or three jobs just to make ends meet.

“UTLA members will be voting on this tentative agreement in the next six hours and, should this agreement be ratified, it will show that when educators stand together and raise their voices to ensure their students have everything they need to be successful. The 3 million members of the National Education Association are standing shoulder-to-shoulder with our brothers and sisters in Los Angeles, and we will continue to stand with them as they keep fighting for their students and leading the teaching profession.

“The Los Angeles teachers’ strike was just the latest in the national #RedForEd movement. Although the bargaining issues vary greatly from place to place, there are some issues they all share: The concern that public education has been chronically underfunded in state and local budgets for decades, resulting in overcrowded classrooms, too few counselors and nurses, tattered textbooks held together by duct tape, broken computers and outdated materials, and buildings that have fallen into disrepair.

“We have witnessed educators working around the clock to make a difference in the lives of their students. They have stood up to decision makers to ask for adequate compensation that will attract and retain the best to the profession and secure much-needed school funding to ensure supportive teaching and learning conditions. And as state legislatures and school districts are starving public education — asking educators to do far more with far less — the corporate billionaires behind the growth of unaccountable charter schools have been privatizing public education and diverting resources from our children to their wallets. The message Los Angeles educators sent during this week-long strike is loud and clear: The public does not support any efforts that follow Betsy DeVos’s lead to privatize, de-professionalize and undermine public education.

“What we are witnessing is not a moment but a movement of and by educators who are fighting for the public schools our students deserve. We’re raising our voices together for our students, for our schools and for ourselves as educators. That’s why educators in Los Angeles and all over this country are #RedForEd.”
