Utah student’s national second place financial literacy essay focuses on ethical investing for refugee aid
SALT LAKE CITY – June 26, 2019 –Treasurer David Damschen has announced that Skyline High School student, Abby Bowler, placed second in the high school division of the national InvestWrite essay competition. The competition tests students’ knowledge of concepts learned while playing The Stock Market Game, such as portfolio construction, capital markets, stocks, bonds and mutual funds.
The spring 2019 InvestWrite prompt for high school students, grades 9-12, focused on sustainable investing and creating a hypothetical ESG (environmental, social and governance) fund that would deliver long-term social and financial returns. Nearly 1,800 essays were submitted in the high school division.
Bowler, a former student in Syd Lott’s financial literacy class at Skyline High School, submitted her essay proposing an investment portfolio to “support refugees and asylum seekers worldwide.” Bowler’s essay took second place in the national high school division and first place in the state high school division. The SIFMA Foundation has specific scoring guidelines for judging the student essays, which can be found here.
Bowler’s inspiration to create an ESG fund that aids refugees came from “the high number of individuals and families worldwide who are struggling to rebuild their lives or who are still facing violence and discrimination.” Her background in competitive swimming also played a role in her essay topic. Bowler said, “Last year, I organized a swim clinic for refugee children in Salt Lake, and that experience sparked my interest in the worldwide refugee crisis. I think creating an ESG fund that allows investors to play a role in helping refugees rebuild their lives, while also making a profit, encompasses what sustainable and ethical investing is all about.”
Treasurer Damschen presented Bowler and Lott with prizes on June 25 in the Treasurer’s Office at the State Capitol.
“The Stock Market Game and InvestWrite competitions pique student interest in important concepts taught in the classroom by adding an element of competition,” Treasurer Damschen said. “I appreciate the incredible efforts of teachers and students to improve financial knowledge.”
“I am excited to be a national winner in the InvestWrite competition, and I have to thank my financial literacy teacher, Syd Lott, who encouraged all of his students to participate in the contest. Writing this essay helped me realize the incredible impact investing can have when it is focused on positive social change,” Bowler said.

John Sebastian Joins Tony Jackson
on RFD-TV's Larry's Country Diner
Nashville, TN -- Tony Jackson, one of the most talked-about singers in country today, returns to RFD-TV’s highly acclaimed TV variety show, Larry’s Country Diner (with host Larry Black), with special guest John Sebastian.

Revenue Restructure Task Force Launches Website, Seeking Public Input
SALT LAKE CITY – The Utah Legislature Tax Restructuring and Equalization Task Force launches its website – StrongerFutures.utah.gov – to hear directly from Utahns. Public input is a critical part of the process as the task force considers how to restructure the state’s funding imbalance.
The website equips the task force to expand their reach to hear directly from more citizens who can provide insight on how to improve and address our outdated tax structure. Engaged citizen’s feedback is valuable to the process and will provide the Legislature with informed recommendations for consideration.
There are numerous ways to be actively involved in the process and to share your thoughts.
See facts about challenges the Utah budget is facing, the schedule of public meetings, submit feedback and suggestions and get updates at StrongerFutures.utah.gov.
The town hall meetings are part of a statewide listening tour being conducted by the task force. The meetings begin with an open house where attendees can learn about the issue, the task force process and ask questions. Following the open house, the task force will provide a presentation on the challenges the state budget is facing and the public will have the opportunity to provide input. The town hall meeting will be live* streamed on le.utah.gov. *If there are technical issues with the live stream, the recording will be posted on the legislative website at a later time.

For July and August, O1ARTS has partnered with For Freedoms, a national arts organization, to bring Four|For Freedoms, a tightly-curated subset of their 50 State Billboard Initiative, to our PLATFORMS art site, at 25th & Adams Ave. The exhibition will open Friday July 5 and continue through August 31.
The exhibition is rooted in a 1941 speech by Franklin Roosevelt, in which he declared that four essential human freedoms - Freedom of Speech, Freedom of Religion, Freedom From Want and Freedom From Fear - should extend to any person, anywhere in the world.
For Freedoms is a platform for creative civic engagement and discourse, inspired by Norman Rockwell’s paintings depicting Roosevelt’s Four Freedoms. The exhibition contains contemporary revisitations of that historic series of works, more accurately reflecting the diversity of today’s America.

America’s unmet need for top talent in information technology (IT) and computer science (CS) is a longstanding problem. However, a new report from the IT + CS Business Advisory Council, Addressing America’s Growing Demand for IT and CS: The Case for Change in K–12 Education, identifies what businesses, education leaders and policymakers can do to address this skills gap.
The findings and recommendations in the report represent aggregated interview responses from Council members—including education organizations, businesses and some of the world’s leading tech companies.
"Fortunately for today’s students, workforce development is receiving significant attention from state leaders this year, and computer science has been a focus in many states for several years," said report co-author Lowell Matthews, Jr., Director of College and Career Pathways at ExcelinEd. "It is our hope that this report serves as a timely and essential resource to help policymakers ensure their efforts will address the skills gap."
"K-12 computer science education forms a foundation by which many students can pursue careers such as those in information technology," added co-author Pat Yongpradit, Chief Academic Officer at Code.org. "States are making progress to help students access computer science and information technology opportunities, but there are still inequities that prohibit many students from learning these skills."
ExcelinEd and Code.org co-created the IT + CS Business Advisory Council and invited businesses and organizations to collaborate on increasing opportunities for all students to learn IT and CS skills. Addressing America's Growing Demand for IT and CS was designed with the support of the following Council members.

WASHINGTON, D.C., June 27, 2019 – U.S. Secretary of Agriculture Sonny Perdue today released the following statement on President Donald Trump’s appointment of Chad Rupe as Administrator of the Department of Agriculture’s (USDA) Rural Utilities Service.
“Chad served us well as Rural Development State Director in Wyoming for the past two years, and we are excited for him to join the team here in Washington, D.C. With more than 15 years of experience in commercial and community banking, Chad brings much-needed expertise and knowledge to the Rural Utilities Service. I know Chad is committed to helping rural Americans prosper and thrive,” Secretary Perdue said.
Background:
Rupe has served as Acting Administrator for the Rural Utilities Service since April 30. Prior to stepping into that role, he served as USDA Rural Development State Director of Wyoming from 2017 to 2019. During his tenure there, Rupe was a leader for rural broadband, serving on the Rural Development State Directors Broadband Working Group and assisting state government with efforts to deploy broadband in rural Wyoming. Rupe has also championed rural water utilities projects and financing for sustainable electric infrastructure investments.
Prior to being appointed as State Director, Rupe worked in Rural Development’s Community Programs in Wyoming. During his time with the program, Rupe worked to underwrite and manage more than $13 million in Water and Environmental Program direct loans and $4.75 million in grants. Prior to joining USDA, Rupe spent more than 13 years in the banking industry, specializing in commercial lending in Wyoming. Rupe began his service to our country in the United States Army. He is a graduate of the United States Military Academy at West Point and earned his MBA from the University of Phoenix. He is married with three children.
