Office of the State Auditor Releases Transportation Fiscal Analysis

Highlights the long-term ineffectiveness of the gas tax

Salt Lake City, UTAH –

The Office of the State Auditor (Office) announced today the release of a visual analysis of the state transportation system’s fiscal situation. Utah is growing rapidly, with more people and more cars driving more miles on the roads. Utahns consume more fuel, but with greater fuel efficiency. As a result, motor fuel taxes continue to fund a smaller and smaller share of state transportation spending.

State Auditor John Dougall stated, “The gas tax is slowly dying. With more fuel-efficient cars and the migration to alternative-fuel vehicles, the drivers’ funding of the transportation system is weakening. The motor fuel tax no longer appears to be an effective long-term means of paying for roads and bridges. Over the next few years, Utahns need to identify how best to fund the highway infrastructure they expect.”

The issued report may be found on the Office’s website at auditor.utah.gov, on the Data and Statistics page and specifically at: Transportation Fiscal Analysis

Dear Jim,

Today, the Milken Institute unveils its annual ranking of Best-Performing Cities in the U.S.

Below is a press release with details from the report, which can be found online at www.best-cities.org

Kevin Klowden from the Milken Institute Center for Regional Economics is available to discuss the findings.

Thanks for taking a look.

San Francisco tops Milken Institute’s 2020 ranking of Best-Performing Cities

Four California metros rank in top-25, which also includes Provo, Austin, Reno, Boise, Seattle, & Dallas

LOS ANGELES, February 26, 2020—Propelled by its capacity for innovation, unparalleled ecosystem, and exceptionally strong wage growth, the San Francisco metropolitan area was ranked first in the Milken Institute’s 2020 Best-Performing Cities Index. It is the first time San Francisco has topped the list since 2014.

The index, published annually since 1999, measures economic vitality in 200 large metros and 201 small cities using job creation, wage growth, and innovation industry metrics. The rankings help policymakers, investors, and businesses understand where and how regional economies are prospering.

“The top-performing cities have cohesive strategies that allow them to weather economic storms and leverage their assets for sustained growth,” said Kevin Klowden, executive director of the Milken Institute Center for Regional Economics. “San Francisco’s legacy of innovation, research universities, and abundance of skilled labor and tech startups highlight the depth and dynamism of the region’s economy.”

2020 Top-10 Best-Performing Large U.S. Cities (prior year’s ranking)
1.    San Francisco-Redwood City-South San Francisco, California (4)
2.    Provo-Orem, Utah (1)
3.    Austin-Round Rock, Texas (3)
4.    Reno, Nevada (11)
5.    San Jose-Sunnyvale-Santa Clara, California (2)
5.    Orlando-Kissimmee-Sanford, Florida (7)
7.    Boise City, Idaho (12)
8.    Seattle-Bellevue-Everett, Washington (8)
9.    Dallas-Plano-Irving, Texas (5)
10.    Palm Bay-Melbourne-Titusville, Florida (57)

In all, four California cities ranked in the top-25, including San Jose, Oakland, and Riverside-San Bernardino.

"We are proud of the historic growth -- fueled by our innovation -- that we are seeing in California,” said Lenny Mendonca, chief economic and business advisor to California Governor Gavin Newsom. “But you can’t have growth without inclusion. It’s about both, and we remain committed to making sure the health of our economy and the opportunities created are shared by more people in more places across our state.”

Other top-10 Best-Performing Cities from previous years’ indices remained among the top-ranked. For example, second-ranked Provo-Orem, Utah was the 2017 and 2018 Best-Performing City, while Bay Area neighbor San Jose-Sunnyvale-Santa Clara, ranked fifth, was number one in 2015.

The top-10 also features several middle-sized cities riding the new wave of the tech-driven economy. Fourth-ranked Reno, Nevada, for instance, is home to Tesla’s Gigafactory 1, an emerging cluster of data centers, and a thriving logistics and drone sector, including the first commercial drone delivery company in the U.S.

Several metro areas made significant jumps. Among the most improved was 10th-ranked Palm Bay-Melbourne-Titusville, Florida, rising 47 places to reach this year’s top 10. The city benefited from increased defense industry spending, including Lockheed Martin’s decision to move its Fleet Ballistic Missile HQ to Titusville, Florida, and a strong year in tourism—Port Canaveral accounted for 16 percent of all US cruise ship embarkations in 2018.

“While San Francisco has returned to the top spot in this year’s index, the most compelling story is the rise of non-traditional tech and employment centers in other parts of the country,” Klowden said. “These emerging centers include cities like Reno, Boise, and Melbourne, which experienced an incredible rise to break into this year’s top-10.”

Among small cities, Bend-Redmond, Oregon, retained its first-place ranking for the fourth year running, boasting a well-diversified economy, the best five-year wage growth, the second-best five-year job growth among all small metros, and nascent vehicle technology and hemp industries.

Retiree havens and tourism-oriented cities like St. George, Utah, and Coeur d’Alene, Idaho, featured prominently in the top-10, highlighting the role of key industries and anchor communities in driving economic growth.

2020 Top-10 Best-Performing Small U.S. Cities (prior year’s ranking)
1.    Bend-Redmond, Oregon (1)
2.    Grants Pass, Oregon (23)
3.    Logan, Utah-Idaho (10)
4.    St. George, Utah (2)
5.    Coeur d’Alene, Idaho (5)
5.    The Villages, Florida (20)
7.    Idaho Falls, Idaho (24)
8.    Gainesville, Georgia (3)
9.    Sebastian-Vero Beach, Florida (13)
10.    Bellingham, Washington (17)

Best-Performing Cities 2020: Where America’s Jobs are Created and Sustained, is co-authored by Michael C.Y. Lin, Joe Lee, and Perry Wong. The full report, with a table of all the metros evaluated, is available at www.milkeninstitute.org.

The partnership, the first of its kind for Goodguys Rod & Custom Association, will merge Goodguys’ established reputation and national footprint in the classic aftermarket automotive and entertainment industry with UVU’s longstanding local expertise and history in the market in a unified effort to produce an event that the citizens of Salt Lake City and its surrounding communities will embrace and enjoy for many years to come.

This first-time Goodguys event will host a projected 1,500 hot rods, customs, classics, muscle cars and trucks from all over the country.  Additionally, participants and spectators can expect to experience the cone-dodging Goodguys AutoCross timed racing competition, earth-shaking Nitro Thunderfest exhibition, a tire-smoking Burnout Competition, vendor and manufacturer exhibits, live music, a free Kids Zone and more.

A key feature of the event will include a used auto parts Swap Meet and Cars 4 Sale Corral presented by UVU Auto Expo.  In addition to providing Swap Meet and Cars 4 Sale Corral marketing and at-event operations services, UVU Auto Expo will provide host club volunteer services and will assist Goodguys in securing temporary staffing for key areas of the event including event operations, ticketing & registration and retail merchandising throughout the weekend of the event.

“We’re looking forward to partnering with our new friends at UVU to produce an annual automotive happening that the citizens of Utah look forward to and consider their own for many years to come.  The support and passion we have received so far from Utah Valley University has been unprecedented and will certainly be instrumental to our success as we open and introduce Goodguys to the Salt Lake City hot rodding community”, said Andrew Ebel, C.O.O. of Goodguys.

The partnership with Goodguys allows UVU to continue to build on the success of the current endowment program. ”UVU Auto Expo car show and swap meet is very excited to partner with Goodguys for this year’s show”, said Don Wilson, UVU Auto Expo Chair.  “We will continue to have the UVU Auto Expo show but this year with current building projects occurring on campus it could not have come at a more opportune time.  Goodguys association is known across America and coming to Utah is an exciting thing.  They will bring an elevated perspective to all of Utah’s car shows.  We are happy to be a part of this inaugural event.”

In addition to the partnership at the Goodguys 1st RaceDeck Salt Lake Nationals event, Goodguys will also sponsor the UVU Auto Expo at Utah Valley University in Orem, Utah, to be held in late summer 2020.

The goals of this strategic partnership are to produce an annual automotive event with UVU, help raise funds for the UVU Transportation Technologies students and to prepare and train both UVU students and automotive enthusiasts for a career in the automotive industry. Big Agriculture Just Lost Bills In States Across The Country

Communities in Wisconsin, Utah, and Georgia all halted major pro-corporate agriculture bills

Washington D.C. - State and local groups won critical legislative battles against Big Ag and factory farming in Georgia, Wisconsin, and Utah over the last couple of days.

  • In Wisconsin, disastrous bills to loosen factory farm approval regulations and take away local decision-making power (AB 894 and SB 808) died before even making it to votes in the legislature.
  • In Utah, legislation (SB 106) seeking to take away zoning control from counties trying to protect their residents from factory farm pollution was defeated.
  • In Georgia, a “right to farm” bill (HB 545) was tabled, meaning bill movement has been postponed and likely halted. If passed, the bill would limit “nuisance complaints,” or the freedom of residents surrounding factory farms to sue for things like excessive noise or smell.

The future of the nation’s food and agricultural economy is increasingly in question as rural communities grapple with factory farming devastation and monopolization.

In response, Rebecca Wolf from Food & Water Action, issued the following statement:

“The rapid expansion of factory farming across the nation is finally coming to a crux. We’re looking at not one, not two, but three massive wins against Big Ag in just the past couple of days. Communities, made up of voters from across the political spectrum, are coming together to finally stop corporate agriculture from tearing them apart for the sake of higher profits.

“Congratulations to the communities in Wisconsin who maintained local control over air and water rights by beating two disastrous bills aiming to loosen factory farm regulations. And a round of applause to those in Utah who defeated legislation seeking to clear the way for large-scale hog factory farms. Thank you to the groups in Georgia who are working to block unrestrained factory farm pollution by halting a “right to farm” bill.

“These wins against factory farms are a huge display of organizing power and proof of the changing tide. Wins like these make sure local people get to make local decisions, not enormous agricultural conglomerates that eat up communities and small, family farms without a second thought. It’s time for an overhaul of industrial agribusiness and to stop factory farming once and for all.”
