Gov. Herbert statement on safeguards for medical cannabis
SALT LAKE CITY (Mar. 29, 2018) – Gov. Gary R. Herbert has released the following statement regarding HB 197 Cannabis Cultivation Amendments, which he recently signed into law, and the Medical Cannabis Initiative being proposed for the November ballot.
I recently signed into law HB 197 Cannabis Cultivation Amendments. Legislators have worked with my administration for years to produce this legislation. It creates a framework for licensed physicians to recommend cannabis for their patients, paves the way for the establishment of lawful cannabis dispensaries, and allows for the implementation of careful safeguards for the safe use of medical cannabis.
I fully support the science-supported use of substances that, under medical supervision, can improve lives. Consequently, I support efforts to allow medical researchers to better understand the medical properties of cannabis. That, in turn, will allow physicians and pharmacists to prescribe and dispense cannabis as a controlled substance in accordance to the highest standards of medical science. Our new law, HB 197, is an important first step in this effort.
There is an expansive initiative being proposed for the ballot this November that would bring so-called medical marijuana to Utah called the Medical Cannabis Initiative.
This initiative, however, has significant flaws. It lacks important safeguards regarding its production and utilization and would potentially open the door to recreational use.
We need to be cautious as we test and introduce cannabis into our formulary. I believe the consequences of this initiative, even if they are unintended, will do more harm than good.
Because our new law, HB 197, promotes medical science and public safety in ways absent from this initiative petition, I will actively oppose the Medical Cannabis Initiative.
