Gov. Herbert signs H.B. 3001, Medical Cannabis Act into law
Legalizes most comprehensive medical cannabis program in the nation
SALT LAKE CITY (Dec. 3, 2018) – This evening Gov. Gary R. Herbert signed H.B. 3001, Medical Cannabis Act into law.
This bill is the result of an unprecedented collaboration between the principal proponents of Proposition 2 and members of a coalition that opposed the proposition. The framework for this legislation was announced in a press conference on October 4, 2018. The bill is based on the Utah Medical Cannabis Act approved by the voters of Utah in the November election and informed by public hearings held since the election. It addresses unintended consequences of the proposition by creating a comprehensive system that provides patient access to physician recommended, pharmacy-filled, quality-controlled medical cannabis. It provides for faster implementation of medical cannabis with better inventory control. Medical cannabis cards will be available by March 1, 2020.
The governor released the following statement:
“This is a historic day. With the passage of the Utah Medical Cannabis Act, Utah now has the best-designed medical cannabis program in the country. Working with trained medical professionals, qualified patients in Utah will be able to receive quality-controlled cannabis products from a licensed pharmacist in medical dosage form. And this will be done in a way that prevents diversion of product into a black market.
“This is an example of how collaboration makes Utah the best-managed state in the nation. Proponents and opponents came together to honor the voice of Utah voters who compassionately stood up for Utah patients. They provided for access to medical cannabis, while closing loopholes that have created significant problems in other states that have legalized medical cannabis.
“I applaud Speaker Greg Hughes and Senator Evan Vickers for their leadership and sponsorship of this bill. I am also grateful to Connor Boyack from Libertas Institute, DJ Schanz from the Utah Patients Coalition, Michelle McComber from Utah Medical Association and the many other voices from across the state who came together to pass this legislation.

I just got home from a very infuriating day at the Utah Legislature, meeting in Special Session. The Republicans replaced the voter's verdict on Prop 2 with their own nightmare version of Medical Cannabis. The GOP 'compromise' plan will make it much harder, if not impossible, for patients to get the help they need. (Watch the Senate debate video below.)

Gov. Herbert and First Lady to decorate Christmas tree with students from Brookwood Elementary School
The first lady will reveal the mansion's decorations for the holiday season

Gov. Gary R. Herbert and the First Lady will unveil this year’s mansion holiday decor and join students from Brookwood Elementary in decorating a Christmas tree in the Governor’s Mansion Library.

Each year, the First lady selects a theme for the decorations in the Governor’s Mansion. Community volunteers and organizations are invited to decorate accordingly, generously donating their time, talent and supplies. They turn the beautiful historic mansion into a tribute to the season. Ms. Monica Rotermund's 4th grade class from Brookwood Elementary in Sandy will join the Governor and the First Lady.
