Doug Hunter & Ted Rampton honored at APPA conference
Douglas Hunter, general manager & CEO of Utah Associated Municipal Power Systems (UAMPS), received the Alex Radin Distinguished Service Award at the recent national conference of the American Public Power Association (APPA) in New Orleans, Louisiana.
The Radin award is the highest award granted by the APPA. It recognizes exceptional leadership and dedication to public power. The citation noted that Hunter “has been a public power stalwart for 38 years. As chair of the APPA in 2015, he helped the association adopt its first comprehensive three-year strategic plan.”
At the same conference, Ted Rampton, former Chief Governmental Affairs Officer for UAMPS, received the Alan Richardson Statesmanship Award. This award honors public power leaders who work to achieve consensus on national issues important to public power utilities.
Under Doug Hunter’s leadership, UAMPS is pursuing the Carbon Free Power Project that includes what could be the nation’s first small modular nuclear reactor project. “Doug’s collaborative leadership style has resulted in an outstanding partnership with the U.S. Department of Energy, the Nuclear Regulatory Commission, the Idaho National Laboratory, state governments, and many world-class private vendors and suppliers,” said the award citation.
In 2017, Hunter was awarded the Energy Pioneer award by Utah Gov. Gary Herbert during the annual Governor's Energy Summit. “Doug has been progressive and forward-thinking, encouraging and helping public power to keep up with rapidly-changing technologies and regulation. He is committed to helping customers realize that electricity is the invisible fabric that holds our communities together.”
Ted Rampton, who recently retired, has served on multiple APPA committees, including the Power Marketing Administration Task Force and the Legislative and Resolutions Committee. He chaired the Association’s Advisory Committee from 2009 to 2012. He has been active with the Northwest Public Power Association (NWPPA), advocating for key initiatives like small modular nuclear reactors, and was elected to the NWPPA Board of Trustees in 2016 as an advisor to the board. He became president of the Colorado River Energy Distributors Association in 2018. For many years, Ted has brought an effective voice to public power issues.
Also at the conference, Laurie Mangum, energy director for the city of St. George, was elected to the APPA’s board of directors.
The American Public Power Association is the voice of not-for-profit, community-owned utilities that power 2,000 towns and cities nationwide and serve more than 49 million people and employ more than 93,000 people. The association advocates and advises on electricity policy, technology, trends, training, and operations.

ADVOCATE WITH ALS ADY BARKAN CONTINUES NATIONAL COAST-TO-COAST TOUR FOR HEALTHCARE ACCOUNTABILITY IN 2018 ELECTIONS
Tour consists of over 80 events in 20 states across 28 Congressional districts
Advocate and ALS patient Ady Barkan will continue his national coast to coast RV tour this summer, despite facing paralysis and death, to hold politicians accountable for their votes and rhetoric in The Summer of Heroes Tour with upcoming stops in key Congressional districts in Colorado, Iowa and Minnesota. On the first stop, Ady and 200 other constituents were already ruffling feathers after being turned away from Rep. Steve Knight (CA-25)’s office during a confrontation. He plans to continue making rounds to hold others accountable for their political indecency.
Ady began his tour June 30th at the Ice Detention Center in downtown LA with over 2000 attendees calling for basic human decency when it comes to immigration and families at our borders. Much like healthcare, immigration is another way that politicians are taking advantage of the most vulnerable. In addition to the rally, his tour began with a launch video calling out Corey Lewandowski for mocking disabled immigrants.
“We are on this tour to take back our democracy. I can’t think of a better way to spend my last days than to show these politicians that their votes have real consequences for people like me. If they can’t Be A Hero for the American people, then Americans will rise up to be our own heroes and elect a government that we deserve. Representatives like Steve Knight are cowards for not even meeting with me or his constituents concerned about healthcare. This is our congress, our democracy and our future” said Ady Barkan.
On the tour, Barkan is teaming up with Not One Penny and CPD Action and using his social platform to put a human face to horrific legislation that takes away healthcare from people like him. He will be joined by prominent individuals across the tour including Shaun King, Jason Kandor, Alyssa Milano, Jon Favreau, Linda Sarsour and others. People’s Television - who made the first video of Ady saying goodbye to his 2 year old son Carl, which received over 6 million views, will be travelling with him to cover these stories and record all his interactions with Republican incumbents.
Ady will be speaking with Americans across the country at RV parks, senior citizen homes, and poor communities in every district to listen to issues that are important to them and what they need and deserve from their government and their beliefs on basic human rights. In many cases, these constituents have been neglected by their representatives completely.
"Republicans who rammed this tax bill through Congress with no regard for the health and well-being of working families should have to look Ady in the eyes and explain themselves," said Not One Penny Spokesperson Tim Hogan. "Their reckless agenda will result in millions of Americans losing their health insurance. The actions of this GOP are unconscionable and we are going to hold them accountable."
Ady is not just holding politicians accountable, but he is pressing the entire managed healthcare industry. On July 2, Ady filed of a lawsuit against his insurance provider Health Net for failing to provide authorization for medically necessary treatment and placing profits over the value of human life. The lawsuit alleges that Health Net employed a system of denials and delays designed to deprive consumers like him of the care they need and have been promised—representing a breach of contract and a direct affront to the Affordable Care Act (ACA) mandated essential health care benefits.
While many politicians are hiding from the sick and vulnerable people they vote against, Ady originally gained national fame when he confronted Sen. Jeff Flake mid-flight with a plea to vote no on the tax bill, a law that is eviscerating health care for people like Ady. In the AZ-08 race, Barkan confronted Debbie Lesko, the Republican candidate on her stance on healthcare creating a viral clip. Lesko subsequently lost the election day vote, threatening incumbents across the country who thought their seats were safe. Ady’s entry into the 2018 elections, with the backing of the same forces who defeated the repeal of Obamacare, could prove to be one of the most impactful interventions in the midterm election.
