Ivan Ruiz named food and beverage director and resort executive chef; Felipe Facchin named chef de cuisine of Edge Steakhouse
Park City, Utah – May 22, 2017 – Chef Ivan Ruiz has been named food and beverage director and executive chef at Westgate Park City Resort & Spa, where he will oversee the resort’s entire food and beverage operation including the marketplace, banquet operations and two award-wining restaurants, Edge Steakhouse and Drafts Sports Bar & Grill.
Ruiz has extensive culinary and operational experience in the hospitality industry. For the past eight years, he worked with Carlson Hotels, launching and managing restaurant and banquet operations for some of the brand’s most upscale properties across the country, such as Radisson Blu Chicago and Radisson Blu Philadelphia.
His training has taken him around the globe where he has studied under some of the best chefs in the world, including a James Beard award winner and multiple Italian Culinary Master Chefs.
Ruiz is a graduate of Scottsdale Culinary Institute in Scottsdale, Ariz.
Felipe Facchin named chef de cuisine of Edge Steakhouse
Chef Felipe Facchin has been named the chef de cuisine of Edge Steakhouse at Westgate Park City Resort & Spa.
Facchin has more than 10 years of culinary experience, holding every position in a kitchen from dishwasher to chef de cuisine.
Born in Brazil, Facchin came to the United States to pursue a career in the culinary arts and has spent most of his culinary career in Park City where he learned fine dining techniques at some of the area’s top restaurants before taking over the lead role at Edge.
His culinary philosophy includes sourcing as many local ingredients as possible and infusing influences from his Brazilian upbringing and Italian heritage.
Edge Steakhouse elevates the traditional American Steakhouse experience to a new level of elegance and innovation. Utah Allergies

Stevens-Henager College to Celebrate 70 New Graduates Joining the Ogden Workforce
OGDEN—Stevens-Henager College’s West Haven (Ogden) campus awarded 70 associate’s and bachelor’s degrees during the 2016-2017 academic year. In celebration of the accomplishments of those graduates, a commencement ceremony will be held at 7 p.m. on Thursday, May 25, at Weber State University’s Austad Auditorium.
One of the graduating students is Sabel Mangum, who earned an Associate of Occupational Studies in Surgical Technology. While in school, she was also working and raising a child. Mangum has already passed the Certified Surgical Technologist (CST) exam and is working at the Spring Creek Surgical Center.
“Stevens-Henager College gave me the personal attention I needed to understand the material,” Mangum said. “Having a small class size gave me the opportunity to work more closely with my classmates and make personal attachments with them. We all pushed and helped one another. You just don’t get that personal connection at the larger universities.”
Mangum said the value of teamwork is one of the important lessons she learned at Stevens-Henager College.
“That’s how the medical field is,” she said. “Nobody is a lone wolf—you work as a team because that’s what’s needed to do your job.”

Business Wants Reconsideration of Utah Prairie Dog Ruling
NFIB, Chamber ask for full 10th Circuit to examine Commerce Clause decision
SALT LAKE CITY, Utah, May 23, 2017— Two of the nation’s top business associations filed an amicus brief, yesterday, urging the United States Court of Appeals for the Tenth Circuit, in Denver, to grant en banc review of a three-judge panel decision upholding Endangered Species Act regulation of the Utah Prairie Dog, which they argue has no connection to interstate commerce.
“This is yet another example of the federal government reaching beyond what the Constitution allows,” said Karen Harned, executive director of the Small Business Legal Center at the National Federation of Independent Business, which together with the U.S. Chamber of Commerce, filed a brief in yesterday’s appeal.
“The Utah Prairie Dog is found only in Utah and has absolutely no connection at all to interstate commerce, which means that there is no legitimate basis for the federal government to regulate under the Commerce Clause. Unfortunately, the Tenth Circuit’s initial decision was premised on a radically expansive view of the federal commerce power—which is entirely at odds with precedent.”
Historically, courts interpreted the Commerce Clause as authorizing regulation only of goods or services that crossed state lines; however, that changed with the New Deal-era decision in Wickard v. Fullburn. In that case, the Supreme Court upheld the federal government’s power to regulate a farmer’s decision to grow wheat only for his family and not for sale. In turn, that decision paved the way for the modern federal regulatory state, which invades even matters traditionally thought to be of local concern.
“The Wickard decision enabled the federal government to reach much farther into our everyday lives than the Founding Fathers ever intended. But since the 1990s the Supreme Court has repeatedly affirmed that there are limits on federal power. Specifically, there must be a real connection to interstate commerce to justify federal regulation. But the Tenth Circuit’s decision, in People for the Ethical Treatment of Property Owners v. U.S. Fish & Wildlife Services, suggests that there are no limits. This decision deserves further review because it holds that Congress can regulate anything it likes under an expansive regulatory regime, as long as some of what it regulates is connected to national commerce.” said Harned.
NFIB was the named plaintiff in the famous NFIB v. Sebelius case challenging the constitutionality of the Affordable Care Act’s individual mandate to purchase health insurance. In that case, the U.S. Supreme Court reaffirmed the limits of federal power in holding that Congress could not affirmatively force citizens to buy a product or service under the Commerce Clause.
