UNITED STATES CONSTITUTION
Twenty-eighth Amendment
-----Section 1: In Grateful Acknowledgement to The Native American Indians and In Issue of National Honor: Be It Forevermore Resolved In Permanent Resolution, as the Primary Foundation to The Nation of The United States of America To Acknowledge that Our Nation was created to the soil of the Homelands of The Indigenous Native American Indian Nation Tribes. And as They Exist as a Federation, that a Treaty Covenant with the Native American Indian Sovereignty and Heritage, is to exist in enduring and mutual respect between The United States Government and The Great North American Indian Tribal Federation on a permanent and ever enduring basis.
And to the honoring of The Indigenous North American Indians, who are to be so accorded with the Vested Heritage of The Indigenous Sovereign here to the soil and territory of North America and to The United States proper, as such Treaty Covenant is set down to be described as: The Great North American Indian Sovereignty Covenant Treaty Agreement; of Permanent Constitutional Record in mandate of Mutual Compact.
It is agreed that this Covenant is forever to exist between the two separate and lawfully abiding Nations constituting of The People of The Native American Indian Federation and Their Tribal Nations, and of The People of The United States of America, and Its Government, and with the Governments of each of the Individual States, inclusive and intertwined of one another as they stand, in Shared Territorial Arrangement and Influence Defined, as to the stating of Dual Sovereignty Arrangement in agreement unto The Heartlands of The Native American Indians, and unto the established Territory of The American People and their Governments of The United States, as they are mutually destined in permanently binding arrangement to co-exist with each other permanently intertwined extensively to and among one another in residing.
And that of such Treaty Covenant that is also separately to exist in permanently binding agreement between The United States Government and each of the individual States of The Union, and with Each of The Indigenous Sovereign Native American Indian Tribal Nations residing on their restricted Territorial Reservations currently to such respective State’s Jurisdictions.
And that such Treaty Arrangement is to be acknowledged in the presence of The Spirit Of Great Father, in earnest display apparent on the part of The American Nation, to state of a Formal Declaration Of Indigenous Native American Indian Sovereignty and Heritage to be so described and accorded to The Native Indian Federation and Specifically To Each of Its Sovereign Tribal Nations, Respecting of Their inherent and vested interest to the time-immemorial Homelands of Their Heritage and to Their Established Territories defined in longstanding definition to the soil of America.
Who are abiding in friendship and in peaceful harmony of co-existence with The Nation of The American People, as It is so stated and defined of Its Territory and Inherent Purpose of Justice and Fairness in National Standard predisposed, and as it is occupied in reasoning of The Sovereign in name, and as Sovereignty is to be understood in Self-Determination of the Stated Objectives of their Race and Cultural Heritage to Autonomous Self-Government, regarding The United States Government and Its People and the Sovereignty of The Native Americans and Its People faithfully residing.
-----Section 2: To whom, The Native American Indians, that as it is accorded them The Residing and Accredited Position of Honor as The Vested Sovereign here above The American Government and Its Respective Peoples in protocol, that Due Respect is as well to be Accorded To of such acknowledgement to specify for The Honoring of The Religious Ways of The Native Americans’ Heritage, as a part of the arrangement, in acknowledgement to Their Faith of Respect, and Reverence, and Cherishment, for, “All Things,” Living and Sentient, to include The Inanimate that exists as well in the Mind of The Great Father by the meaning, To Be Sentient, and to Their Understanding of The Ways of Creation, that “All Things” Exist as Mind-Thought in The Unity of The Mind of The Great Creator Spirit, Who Created All There Is, and to the certain knowledge that Everything To Be Conceived Of, Is All “One Thing,“ Created from The Thought of The Creator and that Each Thing Is Comprised Of The Creator’s Own Thought and Purpose of Intellect and Emotion In Design In The Creator’s Own Self-Image To Be, of such Individual and Diverse Manifest Representations as present themselves to our Senses.
And that, in the Honored Religion of the Native Americans, that All Creation, of All of The Life abounding and concerning The Purposes To Exist of The Inanimate, Is To Be Held Sacred and Regarded with Respect in Cherishment, To Be Always Mindful Of, and To Be Always Careful With, and to the aspect of Reverence to be thought about by each of here of The American Spirit, as WE together share the Environment and the Earth to be Reverent and Respectful of, and to view with a Cherishment.
That as such is to be incorporated into the framework included in the hearts and minds and in the attitude and in orientation of The American People towards the environment and towards the ways of the life of nature concerning our respect for The United States which we live in eternally as guests in spirit of The Native American Indian Faith and To Their Soil So Reasoned, Held Sacred.
Which is important to The Nation of The United States of America and Its Respected People to observe in their Covenant Agreement with The Native Indians, that Their Religion Is To Be So Honored as well in The Presence of Great Father Spirit and accorded with the utmost Respect here in acknowledgement incorporated to The Framing Ethos of The Nation of The United States of American. To regard the Religion of The Native Americans as our own and as an integral part of Our Culture and Heritage, and for their ways of Communal Religious Faith so to be honored among The American People.
-----Section 3: That as that Native American Indians are henceforth to be respectfully acknowledged as an Independent Nation, present here to the soil of North America coinciding to The Sovereign Territory of The United States of America, as The Native American Indian Federation, inclusive of each of Their Separate and Individual Tribal Nations in Residing Sovereign Territories of Homelands in Formal Recognition as The Indigenous Sovereign, who are as well to be included and to have a place in Charter to The United Nations and World Government, in Formal Recognition, and so to be formally recognized also by The American People in that regard who formulate The American United States unto the indigenous soil of The Native Indians in that reasoning.
And to each of The Native American Tribal Nations individually so to be accorded of such accredited honor in regard, as they reside within the territories and jurisdictions of The Individual States Of The Union, to be treated with deep and revered respect to be displayed by The American Nation, in tribute for the proud and noble Tribal Heritages of The Native Americans, in mutual respect, in bearing upon The Nation and To The Ways of The United States.
-----Section 4: By what Treaty is also to be defined and understood in the hearts and minds of The Native American Indian People comprising The North American Indian Federation, inclusive of their separate and individual Nation Tribes throughout the great land of The American Continent, to exist of the Formal Recognition by The Native American Indians, of The United States of America, of Its People, and of Its Sovereign Government and Ways Established, and To Its Established Territories of the land areas so occupied by The United States as Sovereign so respected; that is to be so understood, in display of equal partnership in arrangement, to be recognized by The Native Americans of The Rightful and Justified Necessity of Existence of The United States in perpetuity of peaceful coexistence with The North American Indian Federation, In Mutual Treaty Covenant Agreement Of Sovereignty Recognition.
Of what Treaty Agreement to be understood and worded inclusively on into the future, that The United States and of Its Respected People, are henceforth to be regarded as to be residing inclusively within the stated Territory and Jurisdictions also of The Native American Indian Federation inclusive of Its Tribal Nations of The Americas known as: The Great Sovereign Federation Of North American Indian Tribes in Government. Who are to be respected as including The United States, Its Government, and Its People, to reside among them, The Indigenous and Honored Time Immemorial Sovereign, unto the ways of The United States of America and to Its overall general population residing, in generous posture of magnanimous hospitality.
And that such great compact in Spirit of Treaty Agreement, spoken for in the presence of The Creator, that can never be violated on either part, and that is so viewed as solemnly and permanently binding in spirit of agreement, in mutual covenant of sacred trust and of eternal enduring friendship to exist forever between the two distinct and intertwined yet separate Sovereign Nations of Peoples, and with revered respect to one another in honoring, partaken of in peaceful and faithful abiding mutually agreed to.
-----Section 5: Furthermore, by such Treaty, it is To Be Expressed in the attitude of The American People of The United States towards The Tribal Nations of The Native American Indian Federation and Its People, and as to each of their respective Tribes in regard in eternal acknowledgement, that a Statement of Apology, concerning The Loss of The Land Base of The Native American Homelands in keeping is to be acknowledged by The American People that The Land Base was always essentially Theirs, belonging to The Native Americans from time immemorial, and which was for the most part over-run and conquered outright from The Native Indigenous Peoples of The Americas, in violations of Their many and numerous and well intentioned Treaty Agreements made in the spirit of generous friendship with The European White Settlers to Their Lands to formerly exist between The Native Indians and The European Ancestors, who divested The Native Americans of Their Tribal Lands belonging to them outright.
To which The Immigrating and Overrunning Peoples from foreign lands of The European Continent and elsewhere from abroad arriving here from other parts of The Earth, and presently comprising of The United States have laid claim to, and who did forcefully confine The Native Indian Peoples to their restricted Indian Reservation sites for that purpose of extensive lands acquisition. That is To Be Formally Apologized For.
And to the extent that such Immigrating Peoples were befriended by The Great Heart and Spirit in nobility of The Native Americans on their initial arrivals here to Their soil, and who were accorded safe haven, shelter, and sustenance, and lands available throughout North America to survive, in eager gestures of friendship on the part of The Native American Indian Tribes towards the immigrating peoples of The European Continent and elsewhere to their soil, of the generosity and beneficence of The Noble American Indian Spirit, It Is Gratefully Acknowledged by The People of the current definition of The United States and Its Established Government, in wording of appreciation to Them and with respect due The Native American Indian People in the attitude of the mature and modern nature of The Nation of The United States at this time, as it is represented currently by the will and sentiments of Its Modern Day People.
-----Section 6: Regarding all previous Treaty Agreement Arrangements of Prior Contract with The Native Sovereign American Indians to the accords of peaceful coexistence, between The Native Indians and early European Immigrants to arrive here, concerning all such Treaty Arrangements, it is to be understood that all such Treaties, which were made in magnanimous gesture on the part of The Native Americans with The European Settlers, that are to be Honored Faithfully and Scrupulously in these times, and in retroactive nature of all such past Treaty Agreements of their wording so honored to the greatest extent feasible and practicable in the modern era of circumstances allowing.
And that Restitution in All Issues of Broken Treaties with The Native Indians of the past sense is to be faithfully made, and as to any still existing grievances that there may be as may be spoken for, as are practicable, to be reviewed and mended, to specify for wherever possible to The Restoration of Sovereign Native Indian Tribal Lands appropriated from them illegally In Abrogation of Their Numerous Treaty Agreements, in blood conscience of the past with The United States Government in overrun to Their respective Native American Indian Tribal Nations’ Territories, wherever practicable.
To be remedied by The Broken Treaty Resolutions Agreement in arrangement with The Native Indians, to specify at this time to The Restoration of Lost Lands Resolution; that the wording in agreement to this part shall be forthwith: that all National and State Forest Lands, Wilderness Reserve Lands, and Refuge Wet Lands, are to be hereby relegated to the status of: Native American Indian Lands; and are to be known henceforth by that name, and restored in dignity to The Indigenous Native Indian Sovereign in the manner of Their allowing, by mutual agreement, of the Co-extensive Ownership in use and management of such Lands with The United States Government and Its respective States‘ Governments, relative to necessity and use.
And that as Public Lands are future acquisitioned by The Government of The United States and Its Individual States of The Union, as such Lands become available, that these lands also are to be returned to The Native Americans as described for, and unto The Arable Lands of the valleys and the plains and adjacent the rivers and the streams of the great Earth as well, suitable for farming and for the raising of livestock, shall also be restored as time passes, and that these Lands will at such time as well be listed in the category of Native American Indian Lands of The Greater United States Of America.
And to all and any other Agreements Made In Treaty Contracts, verbal or written, existing currently or of the past sense with The Native American Indians, that such Treaties in dignity are to be faithfully and dutifully fully examined at this time, under the current Constitutional Treaty Agreement mutually binding in agreement between The Two Nations, withstanding, that are to be mutually honored and made restitution to, wherever possible, on the part of The United States Government, and by Its respective States, at this time to the greatest extent feasible.
-----Section 7: And what is simultaneously to enforce the clarifying and reinforcement of all Existing Treaties being honored to exist between The United States, or any of Its Separate States of The Union, with The Indigenous Sovereign of The Native Indian Tribes, To Be So Honored.
That is specifically to name but not exclusively: that All Taxation Exempt Status Rights Treaties for the benefit of The American Indians Be So Honored, within the confines of The Territories of their Indian Tribal Nations Reservations; which Treaties were agreed to of the past with The Respective Native Indian Tribes, in name to their survival, in reparations for lost lands, and for the benefit of their imminent necessity of survival issue at stake, confined as they are to their limited Reservations Lands and unable to provide for themselves in their normal migratory ways of foraging over large extensive areas of land resources available to Them, without such relief of Tax Exemption Inducing Incentives To Trade on their respective Tribal Reservations, in meaning, as to the nature of the necessity to such Tax Exemption Treaties to be made.
Which are stated to be for, The Inducement To Trade, that such Treaties are to be respected and honored unequivocally by All States of The Union having Indian Reservations to lie within their relative jurisdictions in permanent arrangement. And of what Taxation Exempt Treaty that is furthermore to exist Constitutionally as a National Tax-Exempt Treaty superseding any and all individual States Treaties in contract, to be accorded to all Native American Tribes in working arrangement for their lost ways of life and livelihood, in perpetuity, and for the specified purpose in keeping to the enhancement of Native Indian Tribal Survival in integrity as a People.
------Section 8: Furthermore, it is to be so stated in existing Treaty clarification, that The Native Indians are always to have The Right of Free and Unrestricted Border Crossing Access and Guaranteed Safe Right Of Passage without qualification between the borders of the neighboring Countries to The United States, of Canada and Mexico, as a Separate Sovereign Nation Status residing unto their own Co-Extensive Territories.
And that the Native American Indians also have The Right of Simultaneous U.S. Citizenship and to The Legal Protection guarantees of The Fourteenth Amendment of United States Constitution coinciding, and Who are as well to be subject to the justly enacted Territorial Laws of The United States in faithful abiding.
Of which intent is to express for all other Existing Treaty Rights, verbal or written, which were made in prior times in agreement, which are to be so rightfully reviewed and honored in mutual concord of the modern era.
-----Section 9: That the Dual Sovereignty Agreement with The Native Indian Tribes of North America, is also to include and specify to the arrangement that The Original Tribal Homelands In Territories belonging of time immemorial to The Indigenous American Indian Tribal Nations of North America and Their Descendants, are to be simultaneously and mutually Co-Depicted, along with The Individual States’ Boundaries of The United States, in distinct recognition of the boundary line demarcations of The Original Tribal Homelands, in separate tinted displays for each Tribal Territory as they were originally configured prior to their Conquests, that are to be permanently configured on all United States Maps and International Territorial Maps of The United States.
