United States and South Korea Reach Agreement on Guaranteed Market Access for American Rice

 

(Washington, D.C., November 19, 2019) – United States Trade Representative Robert Lighthizer and U.S. Secretary of Agriculture Sonny Perdue are pleased to announce that the Trump Administration has reached an agreement with the government of South Korea on market access for U.S. rice.

 

Under the agreement, Korea will provide access for 132,304 tons of U.S. rice annually, with an annual value of approximately $110 million. Korea also agreed to important disciplines to ensure transparency and predictability around the tendering and auctioning for U.S. rice.

 

“Thanks to President Trump’s leadership, this agreement gives our farmers the largest volume of guaranteed market access for rice in Korea that the United States has ever enjoyed,” said Ambassador Lighthizer. “It will prove enormously beneficial for American producers and their customers in Korea, who will enjoy access to high quality and cost competitive U.S. rice.”

 

Secretary Perdue said, “Today’s announcement is another great testament of President Trump’s determination to expand export opportunities for America’s farmers and ranchers. Exports are critical for the economic health of the U.S. rice industry, with half our crop being exported every year. Agreements like this, that expand opportunities for U.S. rice producers in important markets, are critical to introduce foreign customers to the bounty of goods produced by America’s farmers.”

 

 

Background:

In 2014, the United States, Australia, China, Thailand, and Vietnam entered into negotiations with Korea when its special treatment for rice market access under the World Trade Organization (WTO) expired. As a result of these negotiations, Korea agreed to include in its WTO Schedule a 408,700-ton tariff-rate quota for rice imports with a five percent in-quota duty and a 513-percent above-quota duty. Of that 408,700 tons, Korea will allocate 388,700 tons of rice into country-specific quotas under a Plurilateral Agreement with the United States, Australia, China, Thailand and Vietnam. The remaining 20,000 tons will be administered on a global basis, which U.S. suppliers can also bid for.

 

The agreement gives the United States the greatest volume of guaranteed rice market access in Korea ever with an annual value of approximately $110 million. Additionally, the agreement provides U.S. suppliers with enhanced disciplines related to administration of the U.S. country-specific quota. 

 

The agreement will enter into force on January 1, 2020.

 

National media, celebrities, law enforcement and Mastercard take action after BBB releases study on free trial offers

 

11/19/2019 Salt Lake City, UT - Ellen DeGeneres and Sandra Bullock, national news media, Mastercard and the Federal Trade Commission (FTC) are taking a stand against dubious online free trial offers in the months following a December 2018 Better Business Bureau study.

 

The Better Business Bureau (BBB) study reported that consumers filed nearly 37,000 complaints and Scam Tracker reports with BBB in the previous three years with an average loss of $186.

 

Through October 2019, BBB received more than 6,600 complaints and reports from consumers in the U.S. and Canada about free trial offers.

 

“Trial offers should fully disclose any ongoing fees. We urge consumers to report any trial offer that does not disclose all the ongoing fees, so others won't be taken,” said Jane Rupp, president and CEO of BBB Serving Northern Nevada and Utah.

 

Earlier this year, a Salt Lake City woman came across a free diet pill trial offer from a social media ad. The company, Smooth Curves Diet, offered her a trial for the cost of shipping just under $5. A few weeks after ordering, she was charged $92.45. 

 

“I purposely read the fine print about anything else that might be charged when I paid to ship the trial bottle,” said the woman to BBB Serving Northern Nevada and Utah. “There was little to no additional information regarding any additional charges, cancellation warnings, or anything. They didn’t advertise honestly, and so without any information on where or how to cancel, and what will happen if you don’t, they charged me ridiculous amounts.”

 

Smooth Curves Diet is based out of California and has an ‘F’ rating with BBB.

 

As ABC’s Good Morning America, NBC News, and CBS News This Morning reported, free trial offers often use celebrity endorsement ads on social media and the internet to attract consumers and then lure them to deceptive websites to charge consumers a small shipping and handling fee, usually $4.99 or less, for the “free” trial of products like skin creams or weight loss pills. The true cost of these free trials are ongoing monthly subscription plans, buried in small print and behind links if they are disclosed at all.

 

According to a November Consumer Reports article, “Reputable retailers, however, provide a straightforward process for canceling further charges, such as clicking an unsubscribe link on a confirmation email or changing a setting on your account page. But free-trial fraudsters do not, instead placing unauthorized credit charges on your account and making it difficult, or nearly impossible, to cancel additional charges.”

 

The BBB study found many of the celebrity product endorsements it investigated were fake and that sometimes the fine print even admitted the endorsements were not real. Celebrities are combatting this scheme, like the lawsuit filed earlier this month by Ellen DeGeneres and Sandra Bullock to stop companies from using their likenesses in fake free trial offer ads to promote products.

 

Besides celebrity names, scammers also claim endorsements from organizations like Shark Tank. Another Salt Lake City woman, Carla Seidel, was offered a free trial for an item claiming to be a product of that reality show. Though the deal was offered at just $4.99 for shipping, she ended up being charged a total of $149.92 for a subscription service. Shortly after, the company’s website closed down and Seidel was left with no way to contact anyone.

 

Credit card companies are also taking action against the prevalence of these scams. The month following BBB’s 2018 study release, Mastercard announced new policies for free trial offers that requires merchants to gain cardholder approval at the end of the free trial before they can start billing. Merchants must text or email the cardholder with the transaction amount, payment date, merchant name, receipts and explicit instructions on how to cancel a trial before they are billed. In addition, they require that the cardholder’s statement include the merchant website URL or the phone number of the store where the cardholder made the purchase.

 

In September, the FTC obtained a preliminary injunction halting an online beauty seller’s deceptive “Free Trial” Offer. The agency alleges AH Media Group defrauded consumers nationwide out of more than $35 million.

 

“Unfortunately, there are numerous businesses that choose to fraudulently take money from consumers,” said Rupp. “The best way to avoid these scams is to research the business, read the small print, and verify what you’re being told. Taking a few minutes to confirm the validity of an offer can save you trouble and money in the long run.”

 

BBB offers the following tips to consumers considering free trial offers:

  • Research the company before signing up. Many of these free trial companies have an “F” rating with the BBB. Check the product or company name on BBB.org to see if there are any complaints.

  • Read all the terms and conditions of any free trial offer. Know if there is a cancellation period and return policy.

  • Check the social media accounts of the celebrities the ads claim are endorsing the product to see if they are really backing it.

  • If you think you have been the victim of a free trial offer scam, speak with your credit card company. Some may issue a refund for the money lost.

USDA Invests in Drinking Water Quality and Wastewater Management for 784,000 Rural Residents and Businesses in 42 States

USDA is funding the projects through the Water and Waste Disposal Loan and Grant program.

Marque Pompeii Artifact Prior to the Premiere of

POMPEII: The Exhibition at The Leonardo


 

SALT LAKE CITY, UT (Nov. 18, 2019) The Leonardo Museum of Creativity and Innovation provided a glimpse into the upcoming POMPEII: The Exhibition with an uncrating event for the local media Monday morning.  

 

The marque artifact of Aphrodite was uncrated by exhibition officials and allowed the press a sneak peek into the final exhibition tour stop in the United States before the artifacts are returned to Italy.

Set to premiere on Nov. 23 and run through May 3, 2020, the exhibition promises to be one of the most historically significant and immersive exhibitions The Leonardo Museum has ever hosted.

 

POMPEII: The Exhibition tells the tale of this city, hidden from view and forgotten for centuries until its rediscovery more than 250 years ago. The sudden disaster that destroyed it also preserved it and over time archaeologists have uncovered a unique record of its daily life — roads, buildings, municipal services, paintings, mosaics, artifacts, and even preserved bodies. Ongoing excavations at the site provide an ever-evolving picture of everyday life at the height of the Roman Empire.

 

The Exhibition experience will include:

 

  • Introductory theatre where the scene is set in a video with dramatic reconstructions that describes Pompeii and the nearby volcano.
  • Visitors are then transported back in time to 79 A.D. and find themselves in a reproduced atrium from a Roman villa, where they will embark on a journey through the ancient city.
  • Through the use of projections, audio, video, photographic murals, and graphic reproductions of frescoes and mosaics, visitors will experience different locations that existed in the city, including a market, a temple, theater, and baths.
  • Over 150 authentic artifacts will help bring the story of Pompeii to life. These remarkable objects include: Mosaics and frescoes, gladiator helmets, armor, and weapons, a ship’s anchor, lamps, jugs, cups, plates, pots and pans and other household objects and furniture, jewelry, medical instruments, and tools.
  • A simulated 4D eruption theater will allow visitors to experience the deathly impact Mount Vesuvius had on this ancient city, culminating in the reveal of full body casts of twisted human forms, asphyxiated by extreme heat and noxious gases and forever frozen in time.

They will replace old, fragile, leaking water pipes with new ones and allow upgrades to water handling systems that are decades old, boosting water pressure and cutting water losses. The projects announced today are in Alabama, Arizona, Colorado, Delaware, Florida, Georgia, Iowa, Idaho, Illinois, Indiana, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Washington, West Virginia and Wisconsin.

 

Eligible applicants include rural cities, towns and water districts. The funds can be used for drinking water, stormwater drainage and waste disposal systems in rural communities that meet population limits.

 

Below are examples of water and wastewater projects in rural communities that will receive funding:

 

  • The city of Amity in northwest Oregon will use a $1.6 million loan and a $1.7 million grant to upgrade the municipal water system, which can no longer reliably provide the volume of clean drinking water the community needs. The investment will be used to improve the water treatment intake system. Additionally, larger pumps will be installed in reservoirs and at the water treatment plant.
  • The Forest Park Tenants’ Association Cooperative in Jaffrey, N.H., will use a $2 million loan and a $1.4 million grant to make water, wastewater and stormwater improvements at a 116-unit housing park. The current system no longer works properly, causing water loss and frequent sewage line blockages. All water mains and a section of the sewer main will be replaced, and a stormwater management system will be installed. The project also includes roadway improvements that will be funded through a Community Development Block Grant.
  • Starke, Fla., will use an $8.8 million loan and a $7.8 million grant to improve the city’s wastewater treatment facility, which is more than 40 years old. System improvements will correct health and sanitary issues and improve service to 2,331 customers.

In April 2017, President Donald J. Trump established the Interagency Task Force on Agriculture and Rural Prosperity to identify legislative, regulatory and policy changes that could promote agriculture and prosperity in rural communities. In January 2018, Secretary Perdue presented the Task Force’s findings to President Trump. These findings included 31 recommendations to align the federal government with state, local and tribal governments to take advantage of opportunities that exist in rural America. Increasing investments in rural infrastructure is a key recommendation of the task force.

Utah shelters work to adopt 521 cats in one month

Humane Society of Utah partners with 17 shelters and rescue groups to save cats 

 

 

In response to an above-average number of homeless cats in Utah animal shelters, the Humane Society of Utah set a goal to find homes for 400 cats and kittens in four weeks. Adoption fees were waived for all felines between Oct. 20 through Nov. 16, 2019, at the Humane Society of Utah adoption center located at 4242 S. 300 W. in Murray, Utah. As a result, 521 cats and kittens found new loving homes, and 298 cats were transferred in from 17 local shelters and rescue groups. The Humane Society of Utah typically adopts an average of 222 cats each month.

 

“We are humbled by the response from our community to help these cats,” said Juli Ulvestad, operations director for the Utah Humane Society. “We set an ambitious goal, but we knew we had to do something to help after seeing the abundance of cats in every shelter. We’re beyond excited that so many people chose to adopt a cat, and we’re thankful to everyone who helped care for these animals and spread the word.”

 

The Humane Society of Utah clinic performed 358 feline spay and neuter surgeries in 12 days during the campaign. “Spaying and neutering your pet is vital to prevent unwanted animals from entering shelters,” said Ulvestad.

 

Some of the cats and kittens accepted by the Humane Society of Utah during this period needed medical attention. “We treated many cats for illness and performed other medical procedures,” said Ulvestad. “Many kittens were too young to be adopted and were sent to foster volunteer homes. We’re very grateful to our fosters who cared for these babies until they could be adopted. Overall, volunteers spent an extra 200 hours helping our cats this month.”

 

Animals were transferred to the Utah Humane Society from other shelters and rescue groups to ease their burden. Partners included: Davis County Animal Care and Control, Grantsville City Animal Control, Heber City Animal Services, Herriman City Animal Services, Nephi City Animal Control, North Utah Valley Animal Shelter, Nuzzles & Co, Salt Lake County Animal Services, Sandy Animal Services, South Jordan Animal Services, South Salt Lake Animal Services, South Utah Valley Animal Shelter, Summit County Animal Control, Uintah Animal Control and Shelter, Central Utah Wag-N-Train and West Valley Animal Services. “We couldn’t have saved so many lives without everyone’s contribution,” said Ulvestad.

 

Most shelters struggle to handle the thousands of cats and kittens they receive during the warmer months each year. This season has seen an increase in cat and kitten intake to shelters across the state. The Humane Society of Utah believes it may be a combination of warm weather, a lack of spay/neuter resources, and cities and counties not providing enough support for community cat programs and animal control services.

 

Although the waived adoption fee campaign for cats has ended, there is still a need to find homes for all the animals at the Humane Society of Utah. How to donate blood

Simply download the American Red Cross Blood Donor App, visit RedCrossBlood.org, call 1-800-RED CROSS (1-800-733-2767) or enable the Blood Donor Skill on any Alexa Echo device to make an appointment or for more information. All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 17 years of age in most states (16 with parental consent where allowed by state law), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

 

Blood donors can save time at their next donation by using RapidPass® to complete their pre-donation reading and health history questionnaire online, on the day of their donation, before arriving at the blood drive.
