GOED to Host Future Focus: Targeted Industry Day on the Hill
What: The Utah Governor’s Office of Economic Development (GOED) will host Future Focus: Targeted Industry Day on the Hill. Representatives from the aerospace and defense, life science and tech industries will gather on Utah’s Capitol Hill to discuss challenges and opportunities. The Day on the Hill event helps legislators interact with companies, associations and industry community members.
Attendees can visit more than 30 exhibitors, each showcasing their work in the aerospace, life science and tech industries. Participants can engage in a variety of demonstrations, hands-on activities and will have the opportunity to speak with industry leaders of Utah’s future-focused technologies.
Breakfast will be provided.
Why: Utah has been the home of strong information technology and software companies for more than two decades. Utah’s Silicon Slopes has garnered national attention from USA Today, CNBC, TechCrunch, Fast Company and other major media outlets.
Since 2008, employment in Utah’s tech industry grew at a rate of 4.9% per year, more than double the growth rate in other Utah industries and more than triple the growth rate in the U.S. tech industry. According to the U.S. Bureau of Labor Statistics, in 2016, the state had the greatest percentage of tech job growth in the nation at 7.69%. Utah easily outpaces national statistics, representing around 118,600 jobs among more than 6,711 tech companies and an additional 50,100 in tech-related employment in the aerospace, defense, life science and other industries in the state.
Utah’s aerospace and defense industry is home to several large companies and also includes many specialized companies that contribute to the growing supply chain for both commercial and defense applications. Utah’s core aerospace and defense competencies include design, composites manufacturing, software and control systems, sophisticated testing, and repair maintenance.
Utah’s aerospace industry accounts for approximately 944 establishments and around 33,656 jobs and is projected to see continued strong growth over the next decade. Hill Air Force Base injected nearly $3.7 billion into Utah’s economy in 2019 and is Utah’s largest single-site employer, in both total employees and salary paid-out. New programs operating at Hill, the Ground-Based Strategic Deterrent program and the F35 program will keep this industry’s economic future sound.
From 2012 to 2017, Utah’s life science industry had the most significant job growth of any of the top 20 states with substantial life science communities. The sector accounts for 43,000 jobs. Including support services, that number expands to over 130,00 jobs. The job growth rate is 50% higher than the state average, with $13 billion in direct and indirect gross domestic product. There are approximately 1,000 life science companies in Utah covering over 21 counties and 80 cities.

Add Madison Democrat Mark Pocan and Florida Republican Matt Gaetz to the list of political polar opposites to throw their support behind legislation to reform the controversial agriculture checkoff program.
The bill, known as the Opportunities for Fairness in Farming, or OFF, calls for adding transparency to how about $900 million in farmer money is spent each year by requiring checkoff programs to publish budgets and undergo audits.
The bill, sponsored by Rep. Dina Titus, D-Nevada, mirrors a Senate bill that also has an eclectic group of sponsors, including Democratic Sen. Elizabeth Warren, who is running for president, and former presidential candidate Cory Booker, D-New Jersey. Republican Sens. Mike Lee of Utah and Rand Paul of Kentucky are also sponsoring the bill.
Farmers producing about two dozen types of commodities, ranging from dairy products to Christmas trees, are mandated to pay a portion of their revenue into checkoff programs. The money is supposed to be used to promote their commodities, although critics say some of the programs misuse the funds by overpaying executives or using it to lobby against the interest of small farmers.
This is the third time bills to reform the program have been introduced and backers of the effort have included several strange bedfellows, including the Humane Society of the United States, some dairy farmers and ranchers, environmental groups and the Heritage Foundation, a conservative think tank.
"It's not often that you have Matt Gaetz, Mark Pocan and Speaker (Nancy) Pelosi all on the same page — especially these days," said Marty Irby, executive director at Animal Wellness Action.

A 2017 GAO report requested by Pelosi criticized the checkoff program and recommended it improve its transparency by posting key documents online.
Pocan is a liberal Democrat who represents Madison and is the co-chair of the Congressional Progressive Caucus. Gaetz is a conservative who is often seen on cable TV vociferously defending President Donald Trump.
Irby said Gaetz is backing the bill because of his interest in animal welfare and government transparency. He attributed Pocan's backing to his support of family farmers and animal welfare.
Controversy, corruption and charges that they operate under a veil of secrecy have tainted some of the checkoff programs.
Critics point to an attempt by the American Egg Board to use checkoff money in an attempt to kill sales of a vegan mayonnaise product, alleged illegal lobbying and the USDA's failure to file on a timely basis required financial reports as examples of how checkoff money has been misused.
The Milwaukee Journal Sentinel last year reported that as many small dairy farms were closing, Thomas Gallagher, head of Dairy Management Inc. — a nonprofit funded with checkoff money — was paid more than $1 million three times from 2013 to 2017.
Former U.S. Secretary of Agriculture Thomas Vilsack became the top-paid Dairy Management executive in 2018 when he was paid $999,421.
Irby said that in the past week he and Mike Eby, chairman of the National Dairy Producers Organization, met with several representatives on Capitol Hill and that he expected other congressmen to announce support for the bill.

“With farmer bankruptcies and suicides at an all-time high, family farmers across America are screaming for checkoff reform and passage of the OFF Act,” Eby said in a statement issued by Animal Wellness Action.
A second bill that calls for making payments to the checkoff program voluntary is also pending in Congress. That bill is sponsored by Denver Riggleman, R-Virginia.
