Attention: ALL Willard CERT Trained Personnel, Changes are constant – and so it is within the CERT program.   There are new emphasis features within the CERT program. CERT instruction and certification requirements have changed.  It is our hope to keep pace with these changes. Sue Anderson and her crew are continually upgrading and improving our current CERT Training certification procedures. We want to insure that our Willard CERT Team is the greatest and best in the Country. Because of these new procedures we will NOT be holding the regular CERT Basic Training classes this fall. The Basic CERT course will be taught, as usual, in the Spring 2018.  The Fall 2017 Training Class time will be used to provide REFRESHER CLASSES FOR PREVIOUSLY CERTIFIED CERT MEMBERS.  To maintain CERT CERTIFICATION – each CERT member is required to complete refresher classes annually.  We will provide these refresher classes during our normal fall training dates.  CERT members will have the option to pick and choose from the classes that are offered.

Burn permits are being given out if conditions allow.  NO BURN PERMITS WILL BE ISSUED UNLESS THE CLEARING INDEX IS ABOVE 500 for Airshed 4. Links to check the index are available at www.willardcity.com or by calling the Box Elder County Fire Marshal at 435-734-3345. The Division of Air Quality regulates this, not the County Fire Marshal.  If the Burn Index is not above 500 on the day you want to burn do not call for a burn permit.

Water – Water Meters – The snow season is coming upon us. As the snow flies please make sure our meters are accessible in case of an emergency. Temperatures are beginning to fall. Be sure to properly winterize sprinkling systems to avoid broken lines and costly leaks. Pay attention to the usage on your water bill. Get a good idea of what your average usage is and compare it from month to month!

Sewer- Property owners are responsible for the sewer line from the home to the clean out at or near the property line. Make sure sewer cleanouts are cut off at ground level and capped or protected to avoid breaking them off and protecting them from debris which can block the line.

Streets – Please keep the city right of way clear of debris and remember to move trailers and vehicles well off the road.

Chief Loveland reminds residents once again to call dispatch 435-734-3800 Option 0 (or 911 if it is an emergency) to report thefts, request VIN verifications, or any other reason you need a police officer to respond. City office personnel do not have direct contact with the officers.

Remember UEA/ Fall Break is next week October 19 & 20th. There will be no school on those days. Parent teacher conferences are happening this month watch for your day and time.

Willard City temporarily halts new planned developments

    October 11, 2017  •  Nelson Phillips  •  Staff Writer

In a special meeting held last Tuesday, the Willard City Council voted to impose a temporary moratorium on new planned developments within the city until current city codes are examined and updated.
The moratorium went into effect on Wednesday, Oct. 4, and will remain in effect until withdrawn or April 1, 2018, whichever comes first.
“As we’ve had developers trying to get approvals on their projects, we’ve discovered that there exists some verbiage in our ordinance that allows for density that’s not on the popular side of the planning commission or city council,” said Willard Mayor Ken Braegger. “We’ve had concerns that there are other planned developments that want to come here, and we didn’t want to have a continual issue with density.”
Braegger stated that the concerns with the city’s ordinance were brought to light by a 333-unit planned development currently in process on the city’s southwest side, being proposed by developer Doug Young.
