Lynn Satterthwaite feels he has “a job to finish that began with the plans for the Public Works Facility.” He added that “it looked out of place for a City this size to build a 10 million dollar facility.” In fact, he led the successful charge to put the “Bond Question” on the ballot to give NOC citizens the opportunity to vote on the 10 million dollar bond obligation that was proposed by the former City council. He noted that, “It became the deciding factor in the last election and here we are at the next one and it’s still not built.”
After the building is finished, Mr. Satterthwaite wants to establish the same type of fiscal responsibility and accountability to all future projects. He observed what a “unique opportunity it is to view the history on the Public Works Facility and watch it go from a 10 million dollar taxpayer burden to a 4 million dollar facility with little, if any, future debt.” He believes we should “pay as we go” and simultaneously says “don’t be afraid of debt if something comes up. “ There are times when things come up in City management, especially for a mature City such as North Ogden. He wants to be sure the City Council avoids “obligating taxpayers beyond their ability to support the City operating costs… adding we must minimize the burden the most we can.” He commented that he is “comfortable with the current Public Works committee—that it is staffed with very talented people with lots of construction experience.” He feels confident that “when we’re done, we will meet the original criteria for the Public Works Department for a whole lot less money!”
