Gov. Herbert takes action on remaining bills to conclude signing period
SALT LAKE CITY (March 30, 2016) – On the final day of the bill signing period, Gov. Gary R. Herbert finalized work on the remaining 33 bills, taking veto action on six bills, including nine line item vetoes. One law will take effect without the governor’s signature. In total, 453 bills were passed during the 2016 General Legislative Session that required action by the governor.
“Overall, I am very pleased with the results of this session, especially the substantial increase in education funding,” Gov. Herbert said. “It has been my experience that it is far more productive to work closely with legislators during the session so the bills that come to my desk represent consensus legislation. I believe we have again accomplished that goal this session.”
Among the line-item vetoes included the following budget items:
$275,000 for the Utah ProStart Teen Chef Masters program, a reality television cooking competition
$25,000 for H.B. 430, Hole in the Rock State Park Designation, a bill which did not pass the Legislature and will not become law
$75,000 for S.B. 43, Firearm Safety and Violence Prevention in Public Schools, which carried its own appropriation
$150,600 for S.B. 90, Falsification of Information in a Protective Order Proceeding, which did not pass the Legislature and will not become law
$99,100 for S.B. 90, which did not pass the Legislature and will not become law
$66,300 for H.B. 221, Immunization of Student Amendments, which did not pass the Legislature and will not become law
$6,400 for H.B. 441, Child Placement Amendments, which did not pass the Legislature and will not become law
$1.5 million for the UPSTART Early Childhood Education Program
$3 million for the K-3 Early Intervention Program
The governor maintains his support of expanded early childhood education programs. He believes better alignment could be achieved by focusing on those programs with proven results while avoiding the duplication of existing services.

Nominees announced for 3rd District Court vacancy
SALT LAKE CITY – The 3rd District Judicial Nominating Commission has selected nominees for a vacancy on the 3rd District Court. The vacancy results from the retirement of Judge Charlene Barlow, effective July 1, 2016. The 3rd Judicial District includes Salt Lake, Summit and Tooele counties.
The nominees for the vacancy are: Matthew Bates, prosecuting attorney and chief prosecutor, Summit County Attorney’s Office; Michelle Blomquist, commissioner, 3rd District Court; Robert Lund, assistant United States attorney, United States Attorney’s Office; Janise Macanas, assistant attorney general and special prosecutions director, Utah Attorney General’s Office; Adam Mow, shareholder/attorney, Jones Waldo Holbrook and McDonough, PC.
