Utah Navajo to Voice Opposition to Monument Designation
WASHINGTON - TODAY at 4:00 p.m. EDT, the Utah congressional delegation, Utah Gov. Gary Herbert, members of the Navajo Nation from Utah, and Sutherland Institute President Boyd Matheson will hold a press conference at the Senate Swamp highlighting united state and local opposition to a national monument designation in southeast Utah.
Earlier in the day, members of the Aneth Chapter and Blue Mountain Dine’ of the Navajo Nation will deliver an opposition packet to Interior Secretary Sally Jewell that includes:
- A resolution from the Blue Mountain Dine’ opposing the proposed Bears Ears National Monument.
- A petition from the Descendants of Kaayelii opposing the proposed Bears Ears National Monument.
- A resolution from the Aneth Chalpter of the Navajo Nation opposing the proposed Bears Ears National Monument
- A resolution from the City of Blanding, Utah opposing the proposed Bears Ears National Monument.
- A resolution from the City of Monticello opposing the proposed Bears Ears National Monument.
- A resolution from the San Juan County Board of Commissioners opposing the proposed Bears Ears National Monument.
- A letter from the Utah Wildlife Board opposing the proposed Bears Ears National Monument.
- A resolution from the Utah State Legislature opposing the unilateral use of the Antiquities Act in Utah.

Utah’s Congressional Guardians of Small Business Named
NFIB singles out Rep. Mia Love for special praise
WASHINGTON, D.C., Sept. 21, 2016—At a ceremony held at the Capitol last week, the National Federation of Independent Business honored Utah’s entire delegation with Guardian of Small Business awards for their outstanding support of America’s small-business owners during the 114th Congress.
“Many elected officials claim that they are champions of small business, but our Guardian Award shows our members and other small-business owners who is really fighting for them,” said NFIB President and CEO Juanita Duggan. “Based on their voting record, these members of Congress are the most reliable advocates for small business in Washington.”
Candace Daly, NFIB’s Utah state director, singled out U.S. Rep. Mia Love for special praise. “Mia Love promised to be a friend of small business, and she has shown her word is her bond. On 14 issues of importance to small business during the 114th Congress, Congresswoman Love has supported Main Street, mom-and-pop shops 100 percent of the time. I can’t stress enough how valuable it is to have fighters for small businesses like Congresswoman Love. There are still too many in Congress who fail to make the fundamental distinctions between a small and a big business and mistakenly think helping the largest ones is helping the smaller ones. Mia Love’s actions show she’s a proven champion of small business. All of our other Utah winners have past records of support for small business, but this was Congresswoman Love’s first term, and it’s heartening to see her economic outlook begins on Main Street.”
The Guardian of Small Business is NFIB’s most prestigious award. It is reserved for lawmakers who vote consistently with NFIB on the key issues identified by small-business owners. NFIB tracks the votes of every member of Congress. House members and Senators who vote with NFIB members at least 70 percent of the time are eligible for the Guardian Award.

Their statements attempted to clarify why the proposed monument is not in Utah’s best interests.
Congresswoman Love explained:
“While in Congress, I have supported plans for federal government preservation and management of lands in Millcreek Canyon and the Central Wasatch Mountain Range. I have done so proudly, because these efforts were locally driven and the result of years of collaborative effort. That’s the Utah way. A unilateral monument designation, which lacks input from local leaders and garners support from out of state special interests, is not. That’s why I stand united with city, county, state, and federal representatives to oppose a monument designation.”

New Study: Utah's Highways Rank 13th in US in Condition, Cost-Effectiveness
Reason Foundation's Annual Highway Report ranks every state's highway system on pavement condition, traffic congestion, deficient bridges, traffic fatality rates, spending per-mile and more.
Los Angeles (September 22, 2016) - Utah ranks 13th in the nation in overall highway performance and cost-effectiveness in the new 22nd Annual Highway Report published today by Reason Foundation.
The overall ranking is an improvement over the previous report when the state was ranked 29th.
Utah ranks 5th in fatality rate, 4th in deficient bridges, 6th in rural Interstate pavement condition, 2nd in urban Interstate pavement condition, and 11th in urbanized area congestion.
On spending, Utah ranks 37th in total disbursements per mile and 28th in administrative disbursements per mile.
Utah's best rankings are rural arterial lane-width (tied for 1st), urban Interstate pavement condition (2nd), and rural arterial pavement condition (3rd).
Utah's worst rankings are maintenance disbursements per mile (46th) and total disbursements per mile (37th).
Utah's state-controlled highway mileage makes it the 39th largest system.

US Department of Labor awards $80.3M in grants to provide
at-risk youth in 35 states a second chance at education, career training
YouthBuild program provides community-based alternative education
WASHINGTON – The U.S. Department of Labor announced today the award of $80.3 million in YouthBuild grants to non-profit organizations in 35 states to help young people struggling to reach key educational and career milestones and to equip themselves to be successful in the workforce and engaged in their communities.
YouthBuild is a community-based, alternative education program that provides job training and educational opportunities for at-risk youth, ages 16-24. The grants announced today range from approximately $700,000 to $1.1 million each and will fund 77 YouthBuild programs.
“All young people are gifted and talented, and it is everyone’s responsibility to help draw out those gifts and talents,” said U.S. Secretary of Labor Thomas E. Perez said. “YouthBuild provides young people with an important opportunity to gain the education and skills they need for good-paying jobs, while also helping them become more engaged members of their communities. That can mean everything to a young person who didn’t get the easiest start in life.”
The grants announced today will help approximately 5,000 at-risk youth complete high school or state equivalency degree programs; earn industry-recognized certifications within in-demand occupations; and gain construction skills training to build housing for low-income or homeless individuals and families in their communities.
To ensure that the nation’s most disadvantaged communities have access to funding – for the first time in the program’s history – priority consideration was given to organizations serving localities designated as Promise Zones. The department is awarding grants today to eight organizations specifically targeting seven Promise Zones: Camden, New Jersey; El Paso and San Antonio, Texas; Hartford, Connecticut; two communities within Los Angeles; San Diego; and St. Paul, Minnesota.
YouthBuild’s mission aligns closely with the goals of President Obama’s My Brother’s Keeper initiative, which seeks to address persistent opportunity gaps facing boys and young men of color, and ensure that all young people can realize their full potential.
