To Whom it may concern:
I am working toward building an organization to help do several things: rewrite and adopt a new version of the U.S. Constitution, change the organizational structure of how Congress does business, and reform/rewrite the Income Tax system. I'm sending out emails and letters and copies of my own version of what a Constitution 2.0 would be. I will be fund raising at some point, but right now I'm just trying to make people aware of my work and hoping to generate interest, maybe gain some help along the way.
I have a proposal for new simplified Income Tax form and changes in system. Each individual person will file a tax return. No longer will there be a separate form for married or divorced, etc. The "Death" tax (inheritance tax) will be abolished on a federal level (states may still do so). A new "sales tax" of 3% will be imposed on all stock and bond and commodity transactions (all investment trades similar as well). This new tax will be divided equally between Medicate Trust Fund, Social Security Trust Fund, and National Debt Payoff Fund (to be established). On the income tax form, ALL forms of income are subject to social security and tax rates. There are no deductions for anything. What individuals choose to do with their money after taxes is their business.

In addition, the “death” tax, inheritance tax, is eliminated for federal purposes.
A “new” 3 % sales tax will be imposed on all “stock, bond, or other traded ownership/investment” paper used as an investment. The tax will be distributed as follows: 1% to Medicare Trust Fund 1% to Social Security Trust Fund 1% to pay off National Debt!
In addition, I believe that the quickest and perhaps the best way to deal with the National Debt is to "capitalize" it, sell "National Debt Elimination" Bonds, much like the old "war bonds." By doing this, insisting on a balanced budget (my new constitution requires that), and setting the retirement date at 50 years (shorter as funds are available), we can eliminate this albatross from the national debate. Every year one 50th must be retired and the existing interest (4% is high enough for these bonds) would be the first item on each year's budget. I would also propose that no deficit spending be allowed unless voted by the public as a whole and that any deficit which "accidentally" happens be charged against the Defense Budget the next year.
I have also written a New U.S. Constitution, a copy of which I will be mailing to your office. It is my intention to establish a grassroots organization to not only write a final draft for a new Constitution to be submitted to the American voters for adoption, but I am also working on ways to change the structure of how Congress works that would free it from most of the partisan problems which now exist and are a roadblock to legislation which will help Americans, not politicians and corporation and wealthy.
I am not in this to either make money or find fame. I'm truly concerned for the future of our nation. If we continue down this road of division, there will come a time when there may be a split in the union. I don't believe that's in the best interests of our citizens, our country, the world, the planet Earth, or progress. We can solve our problems, but we must work toward that goal, something that isn't happening at the present.
Thanks for considering this matter,
